Oman Property Buyer Documents: What to Prepare Before You Choose a Home
Start your Oman property search with a document file, not a viewing schedule. A passport valid for at least six months, clear source-of-funds evidence and a realistic registration budget make it easier to move from shortlist to contract when the right ITC home appears.
Royal Oman Police states that a normal passport should be valid for at least six months before entry to Oman. For an overseas buyer, that is the first practical check: an expired passport can delay a viewing trip, bank compliance or a later residency application.
This checklist focuses on the paperwork to prepare before you choose a property. It does not replace legal advice or the contract-specific requirements set by the developer, bank and Ministry of Housing and Urban Planning.
Build the core identity file first
Passport, personal details and consistent spelling
Keep a high-resolution colour scan of your passport, including the signature page where applicable, plus a separate copy stored securely on your phone. Use the same spelling, order of names and date format across every form. A mismatch between a passport, bank statement and reservation form is a small issue that can create avoidable follow-up requests.
For property registration, both parties must be at least 18 years old. If you expect to buy jointly, decide in advance whose names will appear in the purchase documents and make sure each buyer can provide a valid identity file.
Address and contact evidence
Prepare a recent proof of residential address, such as a bank statement or utility document, if your payment route or bank requests it. National Bank of Oman’s customer-information form lists passport, visa or resident ID for non-Omanis and asks for residence proof; Bank Muscat’s KYC form also refers to passport and address-proof documents for non-Omani customers.
Foreign purchasers can buy land only within an Integrated Tourism Complex. Confirm the project’s ITC status before paying a reservation amount or commissioning due diligence.

Prepare a clean proof-of-funds pack
Show the money trail, not only the balance
Buyers should prepare recent bank statements, an employment confirmation or business documents where relevant, and evidence that explains the origin of the purchase funds. National Bank of Oman’s KYC questionnaire requests a description of source of funds and supporting income documents; for business proceeds, it specifically refers to a trade licence and business statement of account.
Keep the file proportional to the transaction. A buyer using salary savings may need payslips and account statements; a buyer using company dividends, a property sale or an investment portfolio should organise the documents that show the original source, ownership and transfer path. Do this before selecting an off-plan unit, because payment deadlines may be shorter than the time needed to reconstruct financial records.
Budget for statutory charges separately
For foreign buyers, the property-registration fee is 3% of the property value at completion. The registration process also includes fixed charges of 5 OMR for the application, 25 OMR for the sale form for non-Omanis, 10 OMR for the title deed and 2 OMR for the contract.
First sales of residential real estate are subject to 5% VAT. Residential resales and residential leases are VAT-exempt, so confirm whether the unit is a first sale or a resale rather than applying one assumption to every transaction. Oman does not levy property tax or capital-gains tax on individuals.
The 3% property-registration fee is not the same as Muscat’s 3% municipal rental levy. The registration fee is based on the property value; the rental levy applies to a registered lease calculation.
Decide early whether you will sign in person
Travel plan or power of attorney
If you cannot attend a required stage in Oman, discuss a power of attorney with a qualified adviser before you reserve. Gov.om offers a real-estate-purchase power-of-attorney service with a listed issue fee of 5 OMR and a five-step workflow: submit the request, add parties, add forms, verify data and approve.
A power of attorney should be drafted for the exact transaction and checked against the developer’s process. Do not assume that a general document, an old mandate or an informal authorisation will be accepted for a property purchase or ownership transfer.
Attestation only when a document actually needs it
Do not spend time attesting every personal document by default. Instead, ask the receiving party which document needs certification, in which format and at what stage. Oman’s Ministry of Foreign Affairs provides attestation through Oman Post, including an online route that requires the applicant’s Capture Address PIN, document type and scans of both sides of the document.
On a practical level, a buyer planning to relocate to Muscat benefits from two separate folders: one for the purchase and one for relocation. The purchase folder should stay limited to identity, payment and signing documents. The relocation folder can hold school, employment, marriage or family documents that may need different certification steps.
Match the document file to the property before reserving
Ask for the unit-specific contract pack
Once you have a shortlist, request the reservation form, sale and purchase agreement, payment schedule, specification, unit plan and fee schedule for each candidate. Read the buyer-name fields, payment dates, VAT treatment, service-charge wording and handover provisions before transferring a reservation payment.
Collection dates must be checked against the exact contract. For example, Trump Cliff Villas have a stated handover of Q4 2028, while Halo Villas have a stated handover of Q4 2029. In both cases, the precise delivery commitment for a selected home must be fixed in that property’s contract.
Keep an ownership and residency checklist separate
A registered residential unit in an ITC can support a two-year owner residency visa, with an issuance fee of 50 OMR. The application requires a passport copy, photo, ownership document and a letter stating the unit location. It is not a pre-purchase document requirement: ownership registration comes first, and the applicant must be outside Oman with no other active visa when applying.
