Oman Property Completion Process: From SPA to Title Deed
The oman property completion process does not end when you sign the SPA. For a foreign buyer, legal ownership is secured only after Ministry registration and issuance of a title deed; the foreign-buyer registration fee is 3% of the property value, while a first residential sale carries 5% VAT.
Signing a Sales and Purchase Agreement (SPA) is a major commitment, but it is not the same as receiving a title deed. In Oman, the period between those two milestones can include construction, scheduled instalments, handover preparation, snagging, final settlement and formal registration. The order matters, particularly for an off-plan buyer purchasing inside an Integrated Tourism Complex (ITC).
This guide maps the oman property completion process for a non-Omani purchaser. It focuses on the decisions and documents that turn a contractual right under an SPA into registered ownership.
1. Treat the SPA as the operating document until completion
What the SPA fixes
The SPA should identify the precise unit, agreed price, payment schedule, technical specification, handover conditions and the parties’ obligations. Before construction is complete, this document is your main reference point for every instalment, variation request and delivery discussion. Keep the signed version, schedules, receipts and any formally accepted amendments together.
For an off-plan purchase, do not replace the contracted handover wording with a project-wide phase date. A master-plan phase and a collection handover are different references. The delivery timing for the exact unit must be confirmed in its contract.
What the SPA does not do
An SPA creates contractual rights; it does not by itself prove that ownership has been transferred into your name. For a foreign buyer, the relevant ownership route is inside an ITC. The legal framework for non-Omani ownership in these complexes is based on Royal Decree No. 12/2006 and its subsequent amendments, with implementing regulations issued under Ministerial Decision No. 191/2007.
A practical rule is simple: do not call the asset fully owned until the registered title deed shows the buyer’s correct name and the contracted property details.
Foreign nationals may purchase land only within Integrated Tourism Complexes. At registration, both parties must be at least 18 years old, and the official sale-registration service follows 6 steps.
2. Move from construction status to a documented handover
Reconcile the contract before the final payment
As completion approaches, compare the developer’s handover notice with the SPA. Check the unit number, floor or plot reference, agreed area where applicable, included fixtures, parking allocation, payment balance and any conditions for releasing possession. This is also the point to separate three events that are often confused: practical completion of the home, physical handover of keys and legal registration of ownership.
For a buyer planning to live in Muscat, two inspections at different times of day can be more useful than the most detailed brochure. Test access, daylight, wind exposure, parking and the route from the entrance to the unit. For an overseas buyer, arrange a dated snagging record with photographs and written confirmation of any remedial items before treating the unit as ready for final acceptance.
Snagging is not a substitute for registration
Snagging is the inspection of workmanship, fittings and visible defects before or around handover. It protects the buyer’s practical use of the property, while registration protects legal ownership. Keep the two workstreams separate: record defects and rectification dates in one file, then prepare the ownership-transfer documents in another.
At AIDA in Yiti, this distinction is particularly relevant for off-plan collections. For example, Trump Cliff Villas have a stated handover of Q4 2028, but the exact delivery timeline remains subject to the contract for the specific property. The wider AIDA master plan covers more than 4.5 million m², so collection-level timing should never be assumed to replace your unit documentation.
3. Budget the completion charges separately from the purchase price
Registration fees and VAT are different items
For foreign buyers, the property registration fee is 3% of the property value. This is separate from VAT. Oman applies 5% VAT to the first sale of residential real estate, while a residential resale is exempt from VAT. Confirm in writing whether the price and instalments in your SPA are stated inclusive or exclusive of VAT, and ask for a final completion statement before sending the last payment.
The Ministry’s listed fixed administrative charges for a non-Omani sale include OMR 5 for application submission, OMR 25 for the non-Omani sale form, OMR 10 for the title deed and OMR 2 for the contract. Together, those fixed items total OMR 42, in addition to the 3% registration fee and any applicable VAT.
Do not confuse the 3% foreign-buyer property registration fee with Muscat’s 3% municipal rental fee. The latter is calculated on rent under a lease and is paid by the landlord; it is not a completion cost for a property purchase.
Prepare the registration file early
The official registration process requires the relevant ownership and identification documents. Depending on how the transaction is structured, this can include the existing title deed, cadastral plan, identification for buyer and seller, and a power of attorney where a representative acts for either party. Both parties also need to be registered on the Ministry platform, and a property under seizure or mortgage cannot transfer without the relevant approval.
Where a buyer cannot attend personally, a properly arranged power of attorney may allow a representative to act. This is a legal document, not an informal instruction, so its permitted scope should match the actions needed for the completion process.
4. Register the sale and verify the title deed
The Ministry’s six-step transfer sequence
The formal process runs through request submission, review, initial approval, attendance and contract signing, payment of fees, then collection of the title deed. For a non-Omani purchaser, the Sale for Non-Omanis service is the required route. The Ministry’s role is central because it records the sale contract, transfers ownership and issues the new deed.
Before the final appointment, reconcile names exactly as shown in passports and Ministry records. Check contact details, confirm the unit reference and ensure that the contract amount corresponds with the completion statement. Small mismatches can create avoidable delays when documents are reviewed.
Read the deed, then store the full completion pack
Once the title deed is issued, verify the owner name, property description and registration details against the SPA. Store the deed with the executed SPA, payment confirmations, VAT documentation, handover record, snagging correspondence and service-charge information. This file will matter later for a resale strategy, inheritance planning, financing discussions or an owner-residency application.
Owners of residential units in an ITC may apply for a 2-year residence visa, subject to the applicable requirements. The issuance fee is OMR 50. This is a separate immigration process: ownership does not automatically mean that a visa has been issued.
How this process applies to an AIDA purchase
AIDA is an ITC development in Yiti, Muscat, developed by DarGlobal and OMRAN. Buyers evaluating a villa or residence should use the same completion discipline: rely on the SPA for the specific unit, inspect before acceptance, calculate VAT and registration costs separately, then verify the title deed after registration.
For comparison of product timing, Marriott Residences have a stated handover of Dec 2028, while Halo Villas are stated for Q4 2029. In each case, the exact handover deadline and completion mechanics must be checked in the contract for the chosen property.

Oman Property Completion Process FAQs
What happens after signing an SPA for property in Oman?
After signing the SPA, the buyer follows the agreed payment schedule and, for off-plan property, waits for the contractual handover stage. Before completion, the buyer should review the final statement, inspect the unit, resolve snagging items and prepare for Ministry registration.
When does a foreign buyer receive a title deed in Oman?
A foreign buyer receives a title deed after the sale contract is registered and ownership is transferred through the Ministry of Housing and Urban Planning. An SPA alone does not replace the registered title deed.
What is the registration fee for foreign property buyers in Oman?
The property registration fee for foreign buyers is 3% of the property value. Listed fixed administrative charges for a non-Omani sale are OMR 5 for application submission, OMR 25 for the sale form, OMR 10 for the title deed and OMR 2 for the contract.
Is VAT charged when buying residential property in Oman?
The first sale of residential real estate is subject to 5% VAT. A residential resale is exempt from VAT, so the buyer should confirm whether the transaction is a first sale or resale and how VAT is shown in the completion statement.
Can foreigners buy property anywhere in Oman?
Foreign nationals may purchase land only within Integrated Tourism Complexes. Buyers should confirm that the specific project and unit fall within the applicable ITC framework before committing funds.
